Middlesex County Transportation and Mobility Plan Update

Middlesex County is currently updating the Transportation and Mobility Master Plan Element. This update will unify and build upon a range of County initiatives since the last transportation master plan, New Horizons in Mobility, adopted in 2013.  The plan will integrate recent transportation plans and initiatives into one cohesive effort that will address transportation needs throughout the County such as congestion, safety, multi-modal mobility, accessibility, transit, and micro-mobility.

The plan will integrate policies and findings from plans including but not limited to the Destination 2040 Strategic Plan, Vision Zero Action Plan and its associated goals, Southern Middlesex County Freight Movement Study, recommendations from Road Safety Audits, Middlesex County’s Complete Streets perspective, and various multi-modal mobility and micro-transit initiatives, such as the “RIDE” on-demand, planned South Amboy and Carteret ferries, proposed mobility hubs, and the Data City smart mobility initiative.

Upon adoption, the Middlesex County Transportation and Mobility Plan Update will provide a framework for maintaining a safe, efficient, and responsive transportation system that balances mobility, safety, and economic sustainability while meeting the diverse needs of Middlesex County's residents, workers, and visitors. The Master Plan will outline actionable policies to support equitable, resilient, and safe mobility for all Middlesex County residents—establishing a holistic, forward-looking and safety-focused vision for the County’s transportation future.

The Middlesex County Department of Transportation, Office of Planning, is overseeing the development of the plan with funding from the North Jersey Transportation Planning Authority (NJTPA) Subregional Studies Program. Grant-funded consultant services will be provided by WSP USA Inc., Michael Baker International, and Arch Street Communications.

The project kicked off in May 2026 and is anticipated to be completed by June 2027.
