How to Submit Development Applications

The Middlesex County Office of Planning is pleased to announce the launch of an electronic development review system, ePlan. This system will replace the submission and review of paper and electronic (e.g., CDs, thumb drives) site plan and subdivision applications.

Starting March 1, 2022, all new subdivision and site plan applications must be submitted through the ePlan portal. Click here for the link to the ePlan portal.


NOTE:  Starting August 21, 2024, there are two new application forms available in ePlan: addendums and resubmissions.

  • An addendum application is to make corrections to a previously submitted ePlan site plan or subdivision application form. 
  • A resubmission application is an application to resubmit revised plans to satisfy the conditions of the Development Review Committee (DRC); applicants will have the ability to pay the one-time 33% resubmission fee electronically. 

If you experience any issues while utilizing the County’s electronic submission system, ePlan, please email our office at eplan@co.middlesex.nj.us with a clear description of the steps that you took resulting in the issue and a screenshot showing any error message that is being displayed. About Development Reviews

The Middlesex County Office of Planning is responsible for reviewing all development proposals (i.e., subdivision and site plan applications) to determine whether County roads/property and/or drainage facilities would be adversely affected. The Office of Planning serves as staff to the Planning Board’s Development Review Committee. Reviews are carried out for a fee, in accordance with the County Subdivision and Site Plan Resolutions which are adopted by the Board of County Commissioners and in accordance with the New Jersey County Enabling Act. The Site Plan and Subdivision Resolutions enable the County to assess developers for contributions for downstream drainage improvements and require developers to install and bond for required improvements to County Roads and facilities. The County’s objective is to reduce hazards to the general public caused by unsafe traffic conditions and/or flooding.
