Chair, Infrastructure Management

Commissioner Charles E. Tomaro serves as Chair of the Middlesex County Infrastructure Management Committee. Since joining the Board of County Commissioners in 2011, he has also served as Deputy Director and Chair of County Administration. His work focuses on enhancing infrastructure across the County—overseeing traffic safety improvements, GIS services, and key partnerships that advance public utilities, transportation, and sustainability efforts.

Commissioner Tomaro has led major County infrastructure efforts, including maintenance, upkeep and renovations of our Parks and Golf Courses.  Under his leadership, Tamarack Golf Course has received an extensive renovations, completely redesigning both the East and West Courses.  He was also critical in the development of Thomas Mundy Peterson Park in Perth Amboy, which features synthetic-turf fields for soccer, football, baseball, and softball, a waterfront walkway with views of the Arthur Kill, park benches, a parking lot, and comfort stations for visitors.

He helped rededicate the Edison Memorial Tower in 2015 after a $3.875 million restoration, with $675,000 in County support. He also helped launch free Plays-in-the-Park admission for veterans and continues to lead annual REPLENISH food drives at the theater.

Commissioner Tomaro’s public service began on the Edison Township Council (1996–2007, 2010–2011), where he served multiple terms as Council President and led initiatives to preserve open space, renovate parks, and improve environmental safety through programs like “Dig This,” which supported fuel tank removal grants for homeowners.

A longtime Edison resident, he studied at Middlesex County College and Rutgers University. He is a business professional with Clayton Concrete and Concrete Company.

He is also deeply involved in civic life: he’s served on the Edison Chamber of Commerce Board and the Edison Memorial Tower Commission. As a long-serving leader of Boy Scout Troop 17, he has helped over 100 Scouts earn the rank of Eagle Scout. For over 25 years, Commissioner Tomaro has been a volunteer for Hands of Hope Food Pantry and is the President of the Hands of Hope Pantry in Edison.

He resides in Edison and enjoys local arts and community engagement, most dear to his heart is seeing the amazing performances that Plays-in-the-Park presents every summer.
