Providing services to people living with HIV/AIDS.


In August 1990, the federal Ryan White Comprehensive AIDS Resources Emergency (CARE) Act was signed into law. In recognition of the disproportionate impact of HIV/AIDS in certain urban areas throughout the United States, Part A funds are designated as Emergency Relief funds for jurisdictions with more than 2,000 reported AIDS cases.
The Middlesex County Office of Human Services is responsible for the administration of funds made available under the Ryan White Care Act.  These funds are available to low-income persons living with HIV-disease or AIDS (PLWH or PLWA) who reside in Middlesex, Somerset, and Hunterdon Counties, New Jersey. 
  
FY 2021 Ryan White HIV/AIDS Program Support
Request for Application (RFA) Notice
 
The Middlesex County Office of Human Services is requesting applications for: (1) the implementation of a Clinical Quality Management (CQM) Program, (2) provision of Planning Council Support Services and (3) CAREWare Database Management for the Ryan White HIV/AIDS Program (RWHAP) in the Middlesex-Somerset-Hunterdon Transitional Grant Area (MSHTGA) for the period of March 15, 2021 through February 28, 2022.  Award letters and contract negotiations are contingent upon an award announcement to Middlesex County by the Health Resources and Services Administration (HRSA) and approval of the funding recommendations by the Middlesex County Board of Commissioners.  Middlesex County reserves the right to increase or reduce the amount of requested funding and/or adjust project timeframe based on the Federal Ryan White allocation.
 
FY 2021 RYAN WHITE PROGRAM SUPPORT FUNDING APPLICATIONS WILL ONLY BE ACCEPTED VIA ONLINE APPLICATION PORTAL.  TO ACCESS FY 2021 RYAN WHITE PROGRAM SUPPORT APPLICATION, INTERESTED APPLICANTS MUST SIGN UP VIA https://middlesexcounty.fluidreview.com/.  SIGN UP INSTRUCTIONS ARE AVAILABLE ON THE SITE.
 
ELIGIBLE APPLICANTS:
Organizations eligible to apply for Ryan White Program Support must be profit or not for profit corporations that are duly registered to conduct business within the State of New Jersey.
 
DISTRIBUTION: 
FY 2021 Ryan White HIV/AIDS Program Support Request for Application (RFA) portal will open and be available for submissions at 3:00 pm on Monday, February 22, 2021.
 
TECHNICAL ASSISTANCE:
In-person technical assistance will not be provided.  All questions/comments regarding the RFA should be submitted via e-mail only to Lucy A. Counts at lucy.counts@co.middlesex.nj.us, no later than 3:00 pm on Monday, March 1, 2021.  Questions/comments will not be accepted via phone, mail, fax or in person.  Responses to all questions will be posted on the Middlesex County Ryan White Services Webpage by 3:00 pm on Monday, March 1, 2021.  Questions/comments submitted after 3:00 pm on March 1, 2021 will not be answered.
 
APPLICATION DEADLINE:
Ryan White Program Support applications must be submitted no later than 11:59 pm (EST) on Monday, March 15, 2021 via https://middlesexcounty.fluidreview.com/.  Hard copies, mailed, e-mailed or faxed applications will not be accepted or considered for funding.
