PUBLIC HEARING NOTICE


TAKE NOTICE that the County of Middlesex has contacted the New Jersey Department of Environmental Protection, Green Acres Program, proposing to divert 0.055 acres (2,405 square feet) of land within the Middlesex Greenway located near U.S. Route 1 and Starkin Road in Edison Township for the installation of a pipeline 120 feet in length and the temporary use of an additional area of 0.214 acres (9,312 square feet) adjacent to the pipeline during construction. The subject property is a portion of the premises known as Block 815, Lot 1 (additional lots 2, 2A and 3 were consolidated into Lot 1) on the Edison Township Tax Map. The diversion is for a temporary workspace and a new permanent easement for construction, installation, operation and maintenance of a new section of underground natural gas pipeline that will cross underneath the Middlesex Greenway elevated pedestrian bridge.

The easement is proposed in connection with Texas Eastern Transmission, LP’s construction of approximately 1.55 miles of 20-inch diameter natural gas pipeline and related metering and regulating facilities (the “Project”). The Project will be co-located with an existing utility right-of-way and railroad corridors. The purpose of the Project is to provide necessary pipeline infrastructure to provide natural gas transportation to interconnect with existing systems for ultimate delivery to the Woodbridge Energy Center. The Project will benefit Middlesex County and the State of New Jersey by making available additional supplies of natural gas, expanding and improving pipeline transportation facilities which are necessary to support the needs of regional power generators and natural gas customers, and to address the growing demand for clean-burning natural gas.

Pursuant to N.J.A.C. 7:36-26.8(a), a scoping hearing to obtain public comment on this request will be held at the Clara Barton First Aid Squad, located at 1079 Amboy Avenue, Edison Township, Middlesex County, New Jersey 08837 on Wednesday March 11, 2020 at 7:00 PM. All interested parties are invited to attend and participate in the scoping hearing. Public comment on this diversion request will be accepted during the scoping hearing and until March 25, 2020.
